Health Care and Other Benefits

In early 2010, Congress passed HR 3590 health care legislation that will change the coverage levels, health care delivery mechanisms and the health insurance market for years to come.

The law includes a provision establishing a loan and grant fund to help cooperatives and other non-profit health insurance issuers to start consumer-directed insurance companies.  NCBA will work to ensure implementation of this provision supports the development of successful health care insurance cooperatives. See the link below for the law.  Pages 69-74 have the relevant provision.

NCBA is working with its partner Alliance for Employee Benefit Cooperatives (AEBC) to secure changes in federal law that would make it easier for small businesses to form cooperatives to provide all employee benefits. Many policymakers, including key members of Congress, understand the untapped potential of the cooperative model to decrease cost and increase access for small businesses with this kind of co-op employee benefit model.
